Firearms Training & Marksmanship Qualifications

Kentucky Constables per Statute are exempt from Kentucky Peace Officer Certification Training requirements, however our Association Training Division strives to meet or exceed recommended training for Constables and Deputy Constables within the Commonwealth relating to Firearms Training & Qualifications.

Further, we acknowledge that the law requires certified peace officers to qualify annually according to the standards set out in KRS 15.383 for Marksmanship Qualification.  Effective June 2014, our Association Training Division amended our Association Training Division Firearms Training & Qualifications policy to meet or exceed the requirements set forth in KRS 15.383 even though we are exempt. This policy is outlined below.

By Statute and regulation, officers must qualify each year by firing twenty rounds at an adult size silhouette target at a range of twenty-one feet, with a handgun, and must hit the silhouette not less than eleven times.

The law also requires agencies to document their officers' annual qualification for compliance with the annual marksmanship requirement. For any training and qualifications that our Association Training Division conducts, we will retain a copy of such documentation or affidavit and provide a copy to the Constable or Deputy Constable upon request.

BASIC MARKSMANSHIP QUALIFICATIONS

Agencies (Including Constables Office) may have their officers qualify under the supervision of:

1. A firearms instructor of the officer's agency;
2. A KLEC approved firearms instructor;
3. A DOCJT firearms instructor; or
4. A certified Concealed Deadly Weapons instructor or instructor-trainer.

Kentucky Constable Association, Inc. Training Division BASIC MARKSMANSHIP QUALIFICATIONS POLICY (Effective June 2014)

The Constable or Deputy Constable must annually qualify by firing twenty rounds at an adult size silhouette target at a range of twenty-one feet, with a handgun, and must hit the silhouette not less than eleven times under the supervision of one of the above four approved Instructor's to be deemed qualified. Form 68-3 (available for download below) shall be completed by the Supervising Instructor and retained by the Constable Office, there is no need to submit a copy to KLEC as stated on the form since Constables are exempt from peace officer certification training requirements.

INTERMEDIATE & ADVANCED MARKSMANSHIP QUALIFICATIONS

These level training's and qualifications are beyond and exceed the Basic level Marksmanship requirements which may be specifically designed and implemented among agencies and could vary drastically from one agency to another.  With such training being different among agencies and no standardization, our Association Training Division has established and provides an approved consistent Intermediate and Advanced level training & qualifications to our group across the Commonwealth.
