KY Constable Association Statewide Conference

Weekends of January 9-11 & 16-18, 2015



Special Notice: Statewide Constable ID's will be available for production at the conference and must be ordered during the first weekend if your interested. You must be present in person to obtain your picture for the ID's. They will be available for pick-up during the second weekend. You get 2 ID's for $10 (1 wallet size and 1 with Clip to wear)

Course descriptions:

Orientation to New Constables
This course will cover an overview of the LRC Informational Bulletin No. 114 (Revised 2014) section pertaining to Constables and KaCO Model Policies which is recommended to be adopted by all Constable Office's.  The KCA Officers will also assist Constables filling out various paper work for obtaining required and necessary resources once taking the elected office.  All newly elected Constables are encouraged to attend this kick off session.

Handun Safety
This course will outline the proper basic handgun handling and safety whether carrying on or off duty or concealed or within the open.

ALL Handguns are to remain in your Holster at all times until instructed otherwise by the course instructor.  Failure to comply with this rule, no questions asked, you will be immediately sent home!

Handgun Qualification
Basic Qualification information is outlined by visiting here.

You will need to bring: Handgun, Holster, at least 20 rounds ammo, eye/ear protection, gun cleaning kit (if you have one)

ALL Handguns are to remain in your Holster at all times until instructed otherwise by the course instructor.  Failure to comply with this rule, no questions asked, you will be immediately sent home!

Use of Force & Aftermath of Force
This session will cover use of force actions before-during-after situations.

Statutes-Penal Code
This course will cover an overview of the statutes specific to Constables and Constitutional sections related to Constables.

Physical/Defensive Tactics Training
This course is a hands-on approach to real world combatives with an emphasis on officer survival and proper use of force. Footwork, striking, takedowns and control holds, and ground fighting are just some of what we cover. Much of the course teaches training drills to lay a foundation for future in house training. We emphasize the basics because they will never let you down. Then, by chaining the basics together the system becomes very advanced. It is our intention to push students physically to show them they can keep going and never give up. It is also our intention for students to ENJOY this type of training, not dread it and therefore they will continue practicing what they learn. Attendees work at their own skill level so all are encouraged to attend. Students will finish the day exhausted but gain confidence in their own skills as well as their co-worker’s abilities.

Drivers Training
This course is a decision making class and covers all topics of Emergency Response for Emergency vehicles including Law Enforcement.  It will also cover topics such as accident investigations.

Regular/Felony Traffic Stops
This course covers tactics and options for Basic & Felony/High Risk Vehicle Stops. It is designed to get agencies on the same page with their tactical considerations and emphasizes a teamwork approach. Whether it is a felony stop, car chase conclusion, or a suicidal subject we emphasize officers should never blindly run up to the vehicle which is essentially a barricaded subject(s) who have a mobile option.

Tactical Entry/Active Shooter
This foundational program consists of CQB training, tactical thinking, and teamwork drills. It is designed for all street level officers but has been presented to numerous Tactical/SWAT teams as well. This flexible system of room clearing techniques is taught to small groups down to just a two-person team. We teach proven tactics which can be used by any number of personnel in any type of structure, which is the reality of what officers will be confronted with. Elements of Dynamic Entry, Stealth Search, and Active Shooter scenarios are addressed in this program. Students will be put “on the same page” as far as to their approach and concepts to clearing any type of structure. Officers will gain confidence not only in their abilities but those of their co-workers.

Search & Seizure
The purpose of this course is to provide the foundational legal skills related to the critical legal tasks in law enforcement including such things as Street Encounters, Stop and Frisk, Arrest, Search Incident To Arrest, Use of Force In Stops and Arrests, Strip Searches, Property Seizure, Home Entries, Plain View, Motor Vehicle Searches, Identification Procedures and Questioning and Miranda.

Intelligence Liasion Officer Overview
This course will give an overview of the LE Intelligence Liaison Officer program through the Kentucky Fusion Center-Homeland Security. It will also consist of what the requirements are to become a part of this program.

KCA Monthly Meeting
This will be the Regular Monthly Meeting for January 2015.  New 2015 Officers will take their office.

CJIS Federal Mandate Overview
Kentucky State Police has been requesting all Constables & Deputy Constables with access to LINK data (including inquiry only) to complete an online Security Awareness Training, which is a federal requirement for anyone with such given access. Each Requester needs to have an email address and submit the proper completed form with an applicant finger print card (blue/white) completed in its entirety including prints.

The KY Constable Association, Inc. will be a resource/point of contact for the Constables & Deputy Constables in assuring you have the resources (form & fingerprint card(s)) needed in completing this federal mandate to continue uninterrupted access to LINK.

Serving Court Process
This course will cover service of court process and the procedures and tips and tricks to being a successful process server.

Evidence Collection-Retention
A hands on approach to understanding the fundamental theories of physical evidence practically applied and the legal consideration involved in the collection, preservation and presentation in court.

Golden Alert-Missing Persons
This course will be conducted by an Kentucky Emergency Management (EM) Area Manager and consist of an overview of Golden Alerts within the Commonwealth including what are Golden Alerts, Who can issue them and what the procedures are relating to Golden Alerts involving Law Enforcement.

SAR (Search & Rescue) Laws
This course will be conducted by an Kentucky Emergency Management (EM) Area Manager and consist of an overview of Search & Rescue Laws and how they relate to Law Enforcement.  It will also provide what the duties of Law Enforcement are within SAR incidents within the Commonwealth.

Radar Operator Intro
This course will give an introductory level overview in Traffic Radar Operation.  This training will not permit enough time for certifying the attendees in operating Traffic Radar, however an opportunity will be made at a later monthly training that KCA will host for Traffic Radar Operation Certification.

Citation-Report Writing
This course will give an overview of writing and issuing a citation along with writing or filling out various other official reports/forms.

Ewarrants-KyOPS
In this course one hour will be spent on an overview of the Ewarrants system and one hour will be spent giving an overview of the KyOPS system.

SFST Intro
This course will give an overview of what Standardized Field Sobriety Testing consist of and how they are performed.  This will not be a complete training covering everything needed to be covered relating to SFST training.  There will be another opportunity during a later monthly training that the KCA will host for SFST training with more detailed specific knowledge.

Highway Crash Site Management
This course will provide an importance of a unified, coordinated effort when managing and clearing a crash site and provide information to help with the management and clearance processes for reducing time on scene and improve safety for everyone and reduced traveler delay.

Special Resources
This session will discuss and give examples of various resources that are available for Law Enforcement Officers.
