Message From The President

I'm Floyd Hockensmith, 1st District Constable, Franklin County, and am the elected President of the Kentucky Constable Association.

Congratulations on your election as a Kentucky Constable!

Our annual membership drive is in full swing and NOW more than ever before we need YOU as a member of the association. The Kentucky General Assembly will be in session in January. During this session, as in the past, others will be lobbying to influence laws that are detrimental to Kentucky Constables. Their attempts to influence County Judges and Magistrates will add to the problem. IF we join together, we can project a powerful voice in the legislative process!

There is POWER and SAFETY in NUMBERS!

Quite frankly, we MUST change our image from uncooperative "Wyatt Earps" or "COP Wanna-Be's" to trained Professional Peace Officers. Our Legislative Committee is meeting regularly to review pending legislation and prepare new legislation that will be presented by Constable-friendly Legislators. This legislation will be the first step in changing the way your Fiscal Court currently controls your authority as a Constable. We have met with the Attorney General's office, will be meeting soon with Eastern Kentucky University's Criminal Justice Training staff to discuss much-needed, Association-sponsored officer safety training, and have opened discussions with state government agencies to have Kentucky Constables become the lead agencies statewide for Homeland Security training for Kentucky citizens.
