2019 Statewide Constable Conference

Mark your calendars, so not to miss the upcoming Statewide Constable Conference.  Our next Statewide Constable Conference will be January 4-6 & January 11-13, 2019 in Taylor County at the Taylor County Extension Service Conference Center, 1143 South Columbia Avenue, Campbellsville KY 42718.

Both weekends will be packed with lots of training opportunities and our Association will provide resources for newly elected and currently elected Constables can get started for the new elected term.

2019 Statewide Constable Conference

Planning is underway for the next Statewide Constable Conference which will be over a two weekend period being January 11-13, 2019 and January 18-20, 2019. Additional information and registration will appear on our website later in 2018.

2018 Officer Nominations

Final nominations for 2018 Officers was conducted at the October monthly meeting.  The results are as follows.

President - Jason Rector
Vice-President - Rick Reynolds
Executive Director - Jonathan Shuler
Secretary - Open
Treasurer: Kenny Carl
Chaplain - Bill Troutwine
Sgt at Arms - Jerry Shouse
Professional Standards Director - John Detherage

Elections will be conducted at the next regular monthly meeting on Saturday, November 18, 2017.  With the Secretary position having no nominations, there will be open nominations for that position at the next aforementioned meeting before the election process outlined in association bylaws.

KCA Awards

At our Regular January Monthly Meeting Saturday, January 21, 2017 the Kentucky Constable Association presented it's annual awards.  Congratulations goes to the following:

Ron Bowling of Whitley County received the Medal of Honor for the brave acts that He and a Sheriff Deputy performed in saving a life that placed them in a life and death situation.  Ron has been a Constable since 2011 and a member of the Association since 2011.

Jason Rector of Adair County received the Officer of the Year award.  Jason has been a Constable since 2007 and a member of the Association since December 2006 while serving in various officer positions in the Kentucky Constable Association since 2007. Currently the Association President since 2009.

William "Bill" Troutwine of Adair County received the Distinguished Leadership award.  Bill has been a Constable since 2011 and also a member of the Kentucky Constable Association since 2011. Bill has served as Chaplain of the Association for several years and currently the newly elected Vice-President.

James Cheuvront of Taylor County received the Distinguished Service Non-Constable award.  James has been an Associate member of the Kentucky Constable Association since 2015.

Kenny Carl of Bracken County received the Exceptional Training-Education Award.  Kenny has been a Constable since 2011 and also a member of the Kentucky Constable Association since 2011. Kenny has served as prior Association Secretary and currently serving as the Treasurer.

Compensation of county officers, employees, deputies and assistants, and members of fiscal court -- Excess fees -- Applicability of KRS 64.368 if population decreases below 70,000

For the purposes of this section, justices of the peace and constables in all counties shall be deemed to be county officers and deputies or assistants of county officers shall be deemed to be county employees, but employees of county boards or commissions which are now authorized by law to fix the compensation of their employees shall not be deemed to be county employees
for the purposes of this section.

Security Awareness Training

REMINDER
Kentucky State Police has been requesting all Constables & Deputy Constables with access to LINK data (including inquiry only) to complete an online Security Awareness Training, which is a federal requirement for anyone with such given access. Each Requester needs to have an email address and submit the below completed form with an applicant finger print card (blue/white) completed in its entirety including prints.

The KY Constable Association, Inc. will be a resource/point of contact for the Constables & Deputy Constables in assuring you have the resources (form & fingerprint card(s)) needed in completing this federal mandate to continue uninterrupted access to LINK.


Regional Directors Assigned & Ready

The Kentucky Constable Association, Inc. is proud to announce the return of the Regional Director positions which will be charged with attending State Association meetings and collecting and disseminating information among Constables, Deputy Constables and our State Association from within their respective regions.  The Regional Directors may also host a regional meeting for the Constables and Deputy Constables within their respective region to accomplish the outlined responsibilities set forth by the State Association.  Additional duties and assignments may be given to the Regional Directors by the Executive Director which they will serve under within the Association.

Four Regional Director positions was established which shall break down the Commonwealth into a Northern, Southern, Western and Eastern Regions.  Each Regional Meeting shall be advisory and shall not bind the Board or the Association and shall be subject to Board approval at a State Association Meeting if such action on something is necessary.

President Rector stated "bringing the Regional Directors back at least dividing the Commonwealth into four Regions should hopefully get more Constables & Deputy Constables involved in the Association activities by being able to attend a Regional meeting if they can't always attend the State meetings and having their voice heard".

The Regional Directors include Darrell Florence serving as the Northern Regional Director, Darvin Stom serving as the Western Regional Director, Jim McKenzie serving as the Eastern Regional Director and as of the time of this news release the Southern Regional position is vacant and Executive Director Jonathan Shuler and President Rector is hopeful to have someone in that capacity first of the year.

The Regional Directors have already got off and started by having their first meeting to determine the break down of the Counties per Region and their first assignments helping the Association with projects across the Commonwealth.  The Western Regional Director already has outlined his first Regional Meeting in January.  They're eager and ready to get going!

Northern Counties include:
Hardin, Bullitt, Jefferson, Oldham, Trimble, Carroll, Gallatin, Boone, Kenton, Campbell, Pendleton, Bracken, Grant, Owen, Scott, Franklin, Henry, Spencer, Shelby, Woodford, Anderson, Mercer, Washington, Nelson, Meade, Robertson, Harrison, Bourbon and Nicholas

Western Counties include:
Fulton, Hickman, Carlisle, Ballard, McCracken, Graves, Marshall, Calloway, Livingston, Lyon, Trigg, Caldwell, Crittenden, Union, Webster, Hopkins, Christian, Henderson, McLean, Muhelberg, Todd, Daviess, Ohio, Logan, Butler, Grayson, Brekinridge, Hancock, Simpson, Warren and Edmonson

Eastern Counties include:
